Welcome to the Circuit and County Clerk's Office

Stone County is one of several counties in Arkansas that has a combined Circuit and County Clerk.

The primary duties of the Circuit Clerk's Office revolve around filing, docketing, attending court, issuing of notices, summonses, subpoenas and reporting to the Administrative Office of the Courts.

It is the Circuit Clerk's responsibility to prepare a list of prospective jurors, docket cases, attend court and swear witnesses. The Circuit Clerk's Office maintains the records of the Civil, Criminal, Domestic Relations and Juvenile divisions of the court.

Other duties of the office include recording all deeds, mortgages, surveys, plats of subdivisions and conveyance of land within the county.

Other recordings include powers of attorney, leases, financing statements, performance bonds, soldiers' discharges, liens and public and official bonds. This office also collects child support from those who are ordered to pay through the registry of the courts.

The County Clerk is the official bookkeeper of County Government and serves as the Clerk for the County Court, Probate Division of the Circuit Court, Secretariat to the Quorum Court, Secretary to the Equalization Board and Voter Registrar.

The mission of our office is to provide for the public, a means of managing the receipt, maintenance and security of public and court records. We are committed to providing services to all of our customers in a courteous, timely, ethical and cost-effective manner.

As Clerk of the County Court, it is the County Clerk's duty to keep an accurate record of all financial transactions within the county and to balance monthly with the Treasurer's Office.

As Clerk of the Probate Court, the Clerk files instruments making them a matter of record in decedent estate cases and is responsible for swearing in of all witnesses in contested estates. The Clerk, also in this capacity maintains all records relative to adoptions and guardianship cases within the County.

The County Clerk serves as the secretary of the Quorum Court and keeps complete, permanent records of the proceedings of the Quorum Court including minutes, ordinances, resolutions and an index to provide easy access to the information.

The County Clerk serves as the secretary of the Equalization Board and records the minutes of their meetings.

The Voter Registration lists are maintained by the County Clerk. The County Clerk is also the custodian of Absentee Ballots. The Clerk has all the powers and duties concerning the application for, the issuance of, and the voting of absentee ballots required by law.

The County Clerk issues and maintains Marriage Licenses, DBA (Doing Business As) Certificates, and maintains Minister's Certificate of Record. The Clerk also files and keeps a record of all incorporated firms which have filed within the County.
